Panchayati Raj Election Tribunal Hearing                             

Naharlagan, 30th Jan., 2007: Justice B. Lamare (Retired High Court Judge), the Presiding Judge of the Election Tribunal will hear cases on 1st and 2nd Feb., at his newly notified Tribunal office at Naharlagan for  disposing of election petitions. 

It may be recalled that the Panchayati Raj Election Tribunal was constituted in 2003. The Tribunal has been  re-constituted on 13.9.2006 appointing Justice B. Lamare (Retired High Court Judge) as the Presiding Judge to dispose of all the pending election petitions. 

Rural Business Hubs

Itanagar, 25 Jan., 2007: Rural Business Hubs State Council has been constituted with the following members and identified the rural champion products. 

1.    Honorable Minister, Panchayati Raj -Chairman 
2.    Principle Secretary (Forest) -Member 
3.    Secretary (PR) -Member Secretary 
4.    Secretary (Agriculture) -Member 
5.    Secretary (Horticulture) -Member 
6     Secretary (Industry) -Member 
7.    Secretary (Textile & Handicraft) -Member 
8.    Secretary (Information & Technology) -Member 

       The State has already identified the Champion products in respect of each of the Districts. Further identification at block level and even at village level is in progress. The situation was reviewed at the State level meeting of the Project Directors held on 22-23 January, 2007 and the final identification is likley to be completed soon.  

The first meeting of the State Rural Hub Council was held in March, 2007 and about 50 products have been identified. The Council decided to open at least one Rural Business Hub in each District.

Constituted the District Planning Committee

Itanagar, 25 Jan., 2007- Constituted the District Planning Committee for implementation of decentralized planning in all the districts of the state has constituted on 4th December'2006. In exercise of powers conferred by Art. 243ZD if the Constitution of India, the Governor of Arunachal Pradesh has constituted District Planning Committee in the districts of Arunachal Pradesh for Urban Bodies & Rural Local Bodies with the following members :- 
(i) Chairman Zilla Parishad -Chairperson (ii) MP of the area -Member (iii) MLAs of the District -Member (iv) All ZPMs -Member (v) All Heads of the Departments -Member (vi) Project Directors DRDA -Member 
The first meeting of the DPC has already been held at Lower Dibang Valley District in December, 2006. 

The Constitution of the District Planning Committee has further been amended on 17th April, 2007 as suggested by the Government of India. The Anchal Samiti Chairpersons are now regular members of the Committee. Deputy Commissioner has also been made a member. The guidelines of the District Planning Committee is under preparation.

Mahila Shakti Abhiyan, Arunachal women represents more than 33% 

Itanagar, 25 Jan., 2007:  Arunachal Pradesh has recently constituted the State Level Core Committee for Mahila Shakti Abhiyan  with the following member initiated by Govt. of India, Ministry of Panchayati Raj with the composition of 11 members.

4. Miss Tongam Rina -Convener

7. Smti Yaken Danngen, Chairman ZP -Member 
8. Smti Toko Rich Chairman ZP -Member 
9. Smti Takam Moni, Chairman ZP -Member 
10. Smti Nanem Jamoh (Women activist)- Member 
11. Shri P. Hosai (Director, PR) -Coordinator. 

The core committee will prepare a charter of demands state specific for substance of women, the core committee will prepare and formulate an Action Plan related to empowerment of women and other genders issue which will be dovetailing with the programme of National Commission for Women "Chalo Gaon Ki Ore". Any important issues of the elected women's representative of the Panchayat Raj and issues related women component plan in the budget. 

The first meeting of the State Level Core Committee has already been held in March, 2007. The State level Mahila Sammellan has been planned in April, 2007. The same has, however, now been fixed for 24-25th June, 2007 . Hon’ble Union Minister of Panchayati Raj is expected to participate in the Sammellan.

For the first time in the history of Arunachal Pradesh 33% reservation of seats for women in the Panchayat bodies was implemented in toto. In fact, we have exceeded the number of women representatives in all the three levels, which varied from 35% to 39% at various levels. . 

WEBSITE OF THE PANCHAYATI RAJ DEPARTMENT

Itanagar,25 Jan.,2007:  The Website of the Panchayati Raj Department has been launched in a brief but impressive function held on 25th January, 2007 by Sh Tako Dabi, Hon'ble Minister of Panchayati Raj, on the eve of the 58th Republic Day. Sh Dabi mentioned that the Department is making gradual strides to cope up with the technical advancement and reach the Panchayats through this website. He felt that the Department will be able to reach the people and also the stake-holders through this website, which will be regularly upgraded. Dr.B.S.Banerjee, Secretary (PR) mentioned that this is the second step towards technical advancement. He had already held a Video Conference with the Dy. Commissioners and Project Directors of all the accessible Districts on 27-28th Decr., 2006.   

ACTIVITY MAPPING AND DEVOLUTION OF POWERS TO PRIs

One-man Otem Dai Committee appointed earlier has submitted his report on activity mapping giving details of the various activities in respect of 17 Departments for devolution of powers to PRIs. The State Finance Commission also in the Interim Report identified various Departments for devolution of financial powers and augmentation of financial resources. Both the reports were discussed in a meeting with the concerned Heads of Department on 12th May, 2007 . The approval of the Government will be obtained further on the various activities to be taken up in this regard. 

UNION ADDL.SECRETARY VISITS ARUNACHAL PRADESH

Sh.B.K.Sinha, I.A.S., Additional Secretary to the Government of India visited Itanagar from 17to 19th June, 2007 and had two marathon meeting with the concerned officers regarding the implementation of various PR schemes in the State. He was accompanied by the Advisor to the Ministry of Panchayati Raj, Sh Anis Gandhi. The team also visited different villages of the Papum Pare District and had a meeting with the PRI members at Doimukh. The team gave valuable suggestion to the state government officers and set up a time bound programme for implementation.
